In this paper, I have explained why and how government policy and support programmes should incorporate a digital technology perspective. I explain how the new digital startups fundamentally require a different focus of policy and support. The focal unit should shift from the creation of a business firm to the individual founder or founding team. The key programmes must move from picking the winners for grants to a focus on entrepreneurship education at many levels - school, vocational, professional and higher education.
